‘আইলা’- অন্য রকম ভাবার সময় এসেছে
‘আইলা’ নামক বিধ্বংসী দূর্যোগটির পরবর্তী তিন সপ্তাহ ধরে আমরা, পশ্চিমবঙ্গবাসীরা সত্যিই বিপর্যস্ত। ঝড়ের দাপটে রাজ্যের প্রতিটি জেলাকে একসাথে কাবু হতে কখনো দেখিনি। উত্তর এবং দক্ষিণ চব্বিশ পরগণা, পূর্ব মেদিনীপুর দারুণ ভাবে ক্ষতিগ্রস্ত। বাকি জেলা গুলির অবস্থাও ভাল নয়। রাজ্যবাসীরা যারা সামলে নিয়েছি তারা লক্ষ্য করলাম অদ্ভুত এক রাজনৈ্তিক তরজা। সদ্য পেরনো লোকসভা নির্বাচনে ধাক্কা খেয়ে ক্ষমতাসীন বামফ্রন্ট সরকার এখন রীতিমতো অসহায়-জুবুথুবু অবস্থায় রয়েছে। আইলা পরবর্তী সময় গুলোতে যেখানে আপতকালীন তৎপরতায় কাজ করতে হবে, রাজ্য সরকার সেখানে ভেবেই পাচ্ছেনা কোনটার পর কোনটা করতে হবে। ৩২ বছর নিরঙ্কুশ ক্ষমতায় থাকা বামফ্রন্টের এমন শোচনীয় অবস্থা হবে কোনোদিন ভাবেনি কেউ। এদিকে রাজ্যের বিরোধী দলের একগুঁয়েমি রাজনীতি চোখে আঙুল দিইয়ে দেখিয়ে দিল রাজ্যের চরম সংকটময় পরিস্থিতিতেও তারা বামফ্রন্ট সরকারের সাথে হাতে হাত মিলিয়ে কাজ করবে না বলেই পণ নিয়েছে। একদিকে ত্রান কিভাবে পৌঁছবে তা নিয়ে গবেষণার অন্ত নেই, অন্য দিকে কে বা কোন পার্টি ত্রান নিয়ে দুর্গত এলাকায় আগে পৌঁছবে তা নিয়ে শুরু হয়েছে কবাডি খেলা। কেন্দ্রের কাছে দরবার করে পাওয়া ত্রানের কয়েকশ কোটি বামফ্রন্ট নিজের কব্জায় রাখতে চাইছে, আর বিরোধীদের সরাসরি অভিযোগ ত্রান সামগ্রী নিয়ে সরকার দুর্নীতি এবং দলবাজি করছে। দুপক্ষের এই চাপান উতরে প্রাণ চলে গেল বহু মানুষের। জলবন্দি মানুষগুলি খাদ্য পানীয়ের অভাবে আকাশের দিকে তাকিয়ে। ভাসতে ভাসতে খড়কূটো আঁকড়ে ধরে থাকা প্রাণ গুলি হয় শেষ হয়ে যাচ্ছে সাপের কামড়ে নয়তো মৃত গবাদি পশু ভাসতে থাকা জল পান করে ভেদবমি তে মারা যাচ্ছে। এমন আপৎকালীন অবস্থায় ত্রাণ নিয়ে দুপক্ষের তরজা ভারতের ইতিহাসের কলঙ্কিত অধ্যায়ে স্থান পেল।
বাতাসের গতিবেগ, বৃষ্টিপাতের পরিমাণ, জলোচ্ছ্বাস প্রবল ছিল বটে, তবে ১০০ থেকে ১১০ কিলোমিটার বেগে ধেয়ে আসা ‘আইলা’ নামক এই ঘূর্নিঝড়টির এমন কিছু ক্ষমতা ছিলনা যাতে এতবড় দুর্যোগ ঘটাতে পারে। পেরেছে কেবলমাত্র সুন্দরবন এবং পূর্ব মেদিনীপুরের উপকূলবর্তী এলাকায় জনাধিক্যের কারনে। বছর খানেক আগে ‘সিডার’ আর এ বছরের ‘আইলা’ পৃথিবীর সর্ববৃহৎ প্রাকৃ্তিক ‘ব’ দ্বীপ অঞ্চলটিকে ছারখার করে দিল।
‘আইলা’ এক প্রকারের সাইক্লোন। সাইক্লোনের শক্তি মূলতঃ নির্ভর করে বাতাসের মধ্যে কতটা লুক্কায়িত শক্তি রয়েছে তার ওপর। উষ্ণ এবং আর্দ্র বাতাস থেকে সাইক্লোন বেশি পরিমাণ শক্তি সঞ্চয় করে। গ্লোবাল ওয়ার্মিং-এ বাতাসের উষ্ণতা এবং আর্দ্রতা দুটোই লক্ষ্যণীয় ভাবে বাড়ছে যার ফলে সাইক্লোনের ক্ষমতাও বৃদ্ধি পাচ্ছে বলে পরিবেশবিদরা মনে করছেন। গত ২০০৮ সালের ২৮ ডিসেম্বর ‘নাসা’-র ‘জেট প্রোপালসন ল্যাবরেটরি’ থেকে একটি তত্ত্ব উঠে আসে যেখানে বিভিন্ন পরীক্ষানিরীক্ষার পর বিজ্ঞানীরা দেখিয়েছেন, বর্তমানে পৃথিবীর গড় তাপমাত্রা বৃদ্ধির হার প্রতি দশকে প্রায় ১/৭ ডিগ্রি সেলসিয়াস এবং এই বর্দ্ধিত তাপমাত্রার জন্য ঝড়ের পরিমাণ প্রতি দশকে প্রায় ৬ শতাংশ হারে বৃদ্ধি পাচ্ছে। শুধু তাই নয় ঝড়ঝঞ্ঝার সাথে সাথে বৃষ্টিপাতের পরিমাণও দশক প্রতি দেড় শতাংশ হারে বাড়ছে বলে তাঁদের ধারণা। ২০০৭ সালের ফেব্রুয়ারিতে ‘ইন্টারগভর্ণমেন্টাল প্যানেল অন ক্লাইমেট চেঞ্জ’ বা আই পি সি সি-র চতুর্থ অ্যাসেসমেন্ট রিপোর্টও নাসার বক্তব্যকে সমর্থন করে। সেখানেও ঝড়-ঝঞ্ঝা, জলোচ্ছ্বাস বৃদ্ধির ব্যাপারটির ওপর গুরুত্ব দেওয়া হয়েছিল।
গ্লোবাল ওয়ার্মিং-এর ফলে প্রকৃ্তির খামখেয়ালিপনার যে অন্ত থাকবেনা সেকথা বিশ্বের তাবড় পরিবেশবিদরা একবাক্যে স্বীকার করে নিচ্ছেন। আর আমরা প্রকৃ্তির গোঁসা হওয়ার টের পাচ্ছি হাড়ে হাড়ে। সাইক্লোন নিয়ে গবেষনারত বিজ্ঞানীরা মনে করছেন ভূ-উষ্ণায়নে সমুদ্রের জলস্তর এবং জলোচ্ছ্বাসের পরিমাণ বেড়ে যাওয়ায় প্রতি বছর উপকূলবর্তী অঞ্চলগুলি প্লাবিত হবার সম্ভাবনা থেকে যাচ্ছে, বিশেষ করে ভারত মহাসাগরের এবং বঙ্গোপসাগরের উত্তর ভাগে নিম্নভূমির উপকূলগুলি বারে বারে এধরণের প্রাকৃ্তিক রোষের শিকার হবে- যার মধ্যে পড়ে যাচ্ছে সুন্দরবনের দ্বীপগুলি।
সুন্দরবনের যে অংশটুকু পশ্চিমবঙ্গের মধ্যে রয়েছে সেখানের নদী বাঁধ গুলি আজ বয়েসের ভারে ন্যুব্জ। অসংখ্য নদী এবং দ্বীপগুলির মোট বাঁধের দৈর্ঘ্য প্রায় ৩৯০০ কিলোমিটার। এবারের আইলার দাপটে এর মধ্যে ৪০০ কিলোমিটার নদীবাঁধ ভেঙ্গে গেছে এবং সেই ভাঙ্গা স্থানগুলি দিয়ে হুহু করে জল ঢুকে গ্রামের পর গ্রাম জলবন্দী। শুধু মাত্র পশ্চিমবঙ্গেই ৬০ লক্ষ মানুষ ক্ষতিগ্রস্ত, ২ লক্ষেরও বেশি বাড়ি ধ্বংসপ্রাপ্ত। বাংলাদেশের দিকে অবস্থা আরও অনেক খারাপ। একেই সেখানে সুন্দরবনের নিম্নভুমির আয়তন বেশি, তার ওপর সেদিনের ঘূর্নিঝড়টি বাংলাদেশের ওপর বেশিক্ষন স্থায়ী ছিল। জরাগ্রস্ত বাঁধগুলি মেরামতি করার পরেও কতটা কার্যকরী হবে সে বিষয়ে সন্দেহ থেকেই যায়। সুন্দরবনে এমন অনেক গ্রাম আছে যেখানের ভূপৃষ্ঠের উচ্চতা নিকটবর্তী নদীর জলস্তরের উচ্চতার চেয়ে কম, গ্রামগুলি টিকে আছে নদীর দুপাড় ঘিরে থাকা বাঁধের ওপর ভরসা করে। জলোচ্ছ্বাসের সময় বাঁধ ভেঙ্গে গেলে হুহু করে নদীর জল ঢুকে পড়ে স্থলভাগে, জলের তোড় মূহূর্তের মধ্যে ভাসিয়ে নিয়ে যায় গ্রামের পর গ্রাম। যেহেতু বাঁধ গুলি উঁচু উঁচু তাই সেই বাঁধ টপকে স্থলভাগের জমে থাকা জল বেরিয়ে পূনরায় নদীতে যেতে পারেনা। মানুষ কার্যত হয়ে পড়ে জলবন্দী। আগেও এরকম হত। এখনো হচ্ছে। ইদানীং ঘনঘন হচ্ছে। প্রকৃ্তির রোষ আর প্রশাসনের চরম উদাসীনতার শিকার হচ্ছে গ্রাম বাংলার অসহায় মানুষেরা।
পশ্চিমবঙ্গে রাজ্য সরকার ভাবছে নতুন করে নদী বাঁধ দেওয়ার কথা। প্রায় ৪০০ কিলোমিটার ক্ষতিগ্রস্ত বাঁধ মেরামতি এখুনি এখুনি সম্ভব নয় জেনেও নির্বাচনী হারের লজ্জা ঢাকতে সরকার এরকম সিদ্ধান্ত নিচ্ছে। একবারও ভাবছেনা সামনের বছর কি হবে? আবার সেই আইলা কি সিডার, আবার লক্ষ লক্ষ মানুষের হাহাকার, আবার ত্রান বাবদ হাজার হাজার কোটি টাকার ধাক্কা, বাঁধ মেরামতিতেও কয়েক হাজার কোটি। শেষ নেই। শেষ নেই। বরং গ্লোবাল ওয়ার্মিং এর ফলে দূর্যোগ অনেকাংশে বাড়বে হলফ করে বলা যায়। তাহলে উপায়?
আন্তর্জাতিক খ্যাতি সম্পন্ন নদী বিশেষজ্ঞদের অনেকেরই রায় হল, নদী তে জলাধার, বাঁধ ইত্যাদি না দেওয়াটাই সমিচীন। এতে ক্ষতি হয় নদীরই বেশি। কিন্তু কে শোনে কার কথা। কোনো প্রজেক্ট করতে গিয়ে পরিবেশের কথা ভাবার অভ্যাস কোনো দেশের রাষ্ট্রনায়কদেরই নেই। এ ব্যাপারে ভারত, চীন, আমেরিকা সব্বাই এক গোয়ালের বসবাসকারী। আমরা বিস্ময়ের সাথে লক্ষ করলাম গত ১৫ জুন পশ্চিমবঙ্গের মাননীয় মুখ্যমন্ত্রী পরিকল্পনা-প্রস্তাব করলেন যে, সুন্দরবনের নদীবাঁধ আবার নতুন করে, আরো উঁচু করে বানানো হবে এবং তার বেশিরভাগটাই হবে কংক্রীটের। সে জন্য তিনি দশ হাজার কোটি টাকার প্রকল্প ব্যয় ধরেছেন। ঐ দিনই কৃ্ষিমন্ত্রী নরেন দে জানালেন, এখনও অবধি আইলার প্রভাবে দক্ষিণবঙ্গে দেড় লক্ষ হেক্টর কৃ্ষিজমি নষ্ট হয়েছে। তিনি আইলা বিধ্বস্ত অঞ্চলে কৃ্ষিকাজ ফিরিয়ে আনতে দু লক্ষ বিরানব্বই হাজার মিনিকিটের বস্তা, সত্তর হাজার জৈব সারের বস্তা বিনি পয়সায় বিলি করবেন। ভাল কথা, কিন্তু একবারও কেউ ভেবে দেখছে না এমনি করে আর কতদিন চলবে? উঁচু করে দেওয়া বাঁধ যদি গ্লোবাল ওয়ার্মিং-এর ভবিষ্যতের বড় বড় দুর্যোগের ফলে একবার ভেঙ্গে যায় তাহলে কি হবে? হু হু করে জল ঢুকবে কিন্তু দুর্যোগ পরবর্তী সময়েও বেরোতে পারবেনা উঁচু বাঁধ থাকায়।
চব্বিশ পরগণা জেলা হ্যান্ডবুক অনুযায়ী, সুন্দরবনের দ্বীপভুমি এবং অতিনিম্নভুমি অঞ্চলগুলি তে থাকেন লাখ দশেক লোক যারা প্রাকৃ্তিক দুর্যোগগুলিতে প্রতি বছর সরাসরি এবং বেশি পরিমানে ক্ষতিগ্রস্ত হয়। এখন প্রশ্ন হচ্ছে যে দশ হাজার কোটি টাকা দিয়ে তাদের কে আরও অন্ধকার ভবিষ্যতের দিকে ঠেলে দেওয়া হচ্ছে সেই টাকায় পাকাপাকিভাবে পূনর্বাসন দেওয়া যেতনা কি? বছর বছর ত্রান বাবদ, পরিকাঠামোর পূনর্গঠন বাবদ আরও হাজার কোটি টাকা বাঁচানো যেত। সবচেয়ে বড় কথা, বাঁচানো যেত অজস্র প্রাণ। ফি বছর দূর্যোগ সামলে আধমরা হয়ে যুঝতে থাকা মানুষগুলির জন্য এটিই বোধকরি একমাত্র সমাধান। আন্তর্জাতিক পূনর্বাসন নীতি মেনে কাজটি করলে বিদেশি সংস্থাগুলি থেকে ঋণ পাওয়া যেতেও পারে।
বাধ সাধতে পারেন রাজনৈ্তিক নেতারা। কোনো একটি বিশেষ এলাকা থেকে মানুষদের তুলে নিলে ওই এলাকায় যে বিধায়ক বা সাংসদের ভোট ব্যাংক রয়েছে তিনি পড়বেন মহা ফাঁপরে। তাই স্থানীয় নেতারাই এ বিষয়ে প্রবল বাধা দিতে পারেন, জনগনকে ভুল বোঝাতে পারেন। ভারতের নির্লজ্জ রাজনীতির ইতিহাস তাই বলে।
আমাদের মহান রাজনীতিকেরা ক্ষুদ্র স্বার্থান্বেষন ছেড়ে জনগনের সত্যিকারের উপকারে লাগবেন কি এবার?

সুন্দরবনের যে অংশটুকু পশ্চিমবঙ্গের মধ্যে রয়েছে সেখানের নদী বাঁধ গুলি আজ বয়েসের ভারে ন্যুব্জ। অসংখ্য নদী এবং দ্বীপগুলির মোট বাঁধের দৈর্ঘ্য প্রায় ৩৯০০ কিলোমিটার। এবারের আইলার দাপটে এর মধ্যে ৪০০ কিলোমিটার নদীবাঁধ ভেঙ্গে গেছে এবং সেই ভাঙ্গা স্থানগুলি দিয়ে হুহু করে জল ঢুকে গ্রামের পর গ্রাম জলবন্দী। শুধু মাত্র পশ্চিমবঙ্গেই ৬০ লক্ষ মানুষ ক্ষতিগ্রস্ত, ২ লক্ষেরও বেশি বাড়ি ধ্বংসপ্রাপ্ত। বাংলাদেশের দিকে অবস্থা আরও অনেক খারাপ। একেই সেখানে সুন্দরবনের নিম্নভুমির আয়তন বেশি, তার ওপর সেদিনের ঘূর্নিঝড়টি বাংলাদেশের ওপর বেশিক্ষন স্থায়ী ছিল। জরাগ্রস্ত বাঁধগুলি মেরামতি করার পরেও কতটা কার্যকরী হবে সে বিষয়ে সন্দেহ থেকেই যায়। সুন্দরবনে এমন অনেক গ্রাম আছে যেখানের ভূপৃষ্ঠের উচ্চতা নিকটবর্তী নদীর জলস্তরের উচ্চতার চেয়ে কম, গ্রামগুলি টিকে আছে নদীর দুপাড় ঘিরে থাকা বাঁধের ওপর ভরসা করে। জলোচ্ছ্বাসের সময় বাঁধ ভেঙ্গে গেলে হুহু করে নদীর জল ঢুকে পড়ে স্থলভাগে, জলের তোড় মূহূর্তের মধ্যে ভাসিয়ে নিয়ে যায় গ্রামের পর গ্রাম। যেহেতু বাঁধ গুলি উঁচু উঁচু তাই সেই বাঁধ টপকে স্থলভাগের জমে থাকা জল বেরিয়ে পূনরায় নদীতে যেতে পারেনা। মানুষ কার্যত হয়ে পড়ে জলবন্দী। আগেও এরকম হত। এখনো হচ্ছে। ইদানীং ঘনঘন হচ্ছে। প্রকৃ্তির রোষ আর প্রশাসনের চরম উদাসীনতার শিকার হচ্ছে গ্রাম বাংলার অসহায় মানুষেরা।
পশ্চিমবঙ্গে রাজ্য সরকার ভাবছে নতুন করে নদী বাঁধ দেওয়ার কথা। প্রায় ৪০০ কিলোমিটার ক্ষতিগ্রস্ত বাঁধ মেরামতি এখুনি এখুনি সম্ভব নয় জেনেও নির্বাচনী হারের লজ্জা ঢাকতে সরকার এরকম সিদ্ধান্ত নিচ্ছে। একবারও ভাবছেনা সামনের বছর কি হবে? আবার সেই আইলা কি সিডার, আবার লক্ষ লক্ষ মানুষের হাহাকার, আবার ত্রান বাবদ হাজার হাজার কোটি টাকার ধাক্কা, বাঁধ মেরামতিতেও কয়েক হাজার কোটি। শেষ নেই। শেষ নেই। বরং গ্লোবাল ওয়ার্মিং এর ফলে দূর্যোগ অনেকাংশে বাড়বে হলফ করে বলা যায়। তাহলে উপায়?
আন্তর্জাতিক খ্যাতি সম্পন্ন নদী বিশেষজ্ঞদের অনেকেরই রায় হল, নদী তে জলাধার, বাঁধ ইত্যাদি না দেওয়াটাই সমিচীন। এতে ক্ষতি হয় নদীরই বেশি। কিন্তু কে শোনে কার কথা। কোনো প্রজেক্ট করতে গিয়ে পরিবেশের কথা ভাবার অভ্যাস কোনো দেশের রাষ্ট্রনায়কদেরই নেই। এ ব্যাপারে ভারত, চীন, আমেরিকা সব্বাই এক গোয়ালের বসবাসকারী। আমরা বিস্ময়ের সাথে লক্ষ করলাম গত ১৫ জুন পশ্চিমবঙ্গের মাননীয় মুখ্যমন্ত্রী পরিকল্পনা-প্রস্তাব করলেন যে, সুন্দরবনের নদীবাঁধ আবার নতুন করে, আরো উঁচু করে বানানো হবে এবং তার বেশিরভাগটাই হবে কংক্রীটের। সে জন্য তিনি দশ হাজার কোটি টাকার প্রকল্প ব্যয় ধরেছেন। ঐ দিনই কৃ্ষিমন্ত্রী নরেন দে জানালেন, এখনও অবধি আইলার প্রভাবে দক্ষিণবঙ্গে দেড় লক্ষ হেক্টর কৃ্ষিজমি নষ্ট হয়েছে। তিনি আইলা বিধ্বস্ত অঞ্চলে কৃ্ষিকাজ ফিরিয়ে আনতে দু লক্ষ বিরানব্বই হাজার মিনিকিটের বস্তা, সত্তর হাজার জৈব সারের বস্তা বিনি পয়সায় বিলি করবেন। ভাল কথা, কিন্তু একবারও কেউ ভেবে দেখছে না এমনি করে আর কতদিন চলবে? উঁচু করে দেওয়া বাঁধ যদি গ্লোবাল ওয়ার্মিং-এর ভবিষ্যতের বড় বড় দুর্যোগের ফলে একবার ভেঙ্গে যায় তাহলে কি হবে? হু হু করে জল ঢুকবে কিন্তু দুর্যোগ পরবর্তী সময়েও বেরোতে পারবেনা উঁচু বাঁধ থাকায়।
চব্বিশ পরগণা জেলা হ্যান্ডবুক অনুযায়ী, সুন্দরবনের দ্বীপভুমি এবং অতিনিম্নভুমি অঞ্চলগুলি তে থাকেন লাখ দশেক লোক যারা প্রাকৃ্তিক দুর্যোগগুলিতে প্রতি বছর সরাসরি এবং বেশি পরিমানে ক্ষতিগ্রস্ত হয়। এখন প্রশ্ন হচ্ছে যে দশ হাজার কোটি টাকা দিয়ে তাদের কে আরও অন্ধকার ভবিষ্যতের দিকে ঠেলে দেওয়া হচ্ছে সেই টাকায় পাকাপাকিভাবে পূনর্বাসন দেওয়া যেতনা কি? বছর বছর ত্রান বাবদ, পরিকাঠামোর পূনর্গঠন বাবদ আরও হাজার কোটি টাকা বাঁচানো যেত। সবচেয়ে বড় কথা, বাঁচানো যেত অজস্র প্রাণ। ফি বছর দূর্যোগ সামলে আধমরা হয়ে যুঝতে থাকা মানুষগুলির জন্য এটিই বোধকরি একমাত্র সমাধান। আন্তর্জাতিক পূনর্বাসন নীতি মেনে কাজটি করলে বিদেশি সংস্থাগুলি থেকে ঋণ পাওয়া যেতেও পারে।
বাধ সাধতে পারেন রাজনৈ্তিক নেতারা। কোনো একটি বিশেষ এলাকা থেকে মানুষদের তুলে নিলে ওই এলাকায় যে বিধায়ক বা সাংসদের ভোট ব্যাংক রয়েছে তিনি পড়বেন মহা ফাঁপরে। তাই স্থানীয় নেতারাই এ বিষয়ে প্রবল বাধা দিতে পারেন, জনগনকে ভুল বোঝাতে পারেন। ভারতের নির্লজ্জ রাজনীতির ইতিহাস তাই বলে।
আমাদের মহান রাজনীতিকেরা ক্ষুদ্র স্বার্থান্বেষন ছেড়ে জনগনের সত্যিকারের উপকারে লাগবেন কি এবার?

INR 25,00,000 challenge to all astrologers to forecast result of Parliament Election 2009
Science and Rationalists’ Association of India (Bharayatiya Bigyan o Yuktibadi Samiti) challenges all astrologers to forecast following results / information regarding Parliament Election 2009:--
How many seats will be acquired by Congress, BJP, TMC, CPI(M), BSP, RJD, Samajbadi Party, DMK, AIDMK?
How much differences in votes will remain to win/lose for Manmohan Singh, Sonia Gandhi, Lalkrishna Advani, Mamata Bandopadhyay, Laluprasad Yadav, Rambilas Paswan from their respective nearest opponents?
If any astrologer can forecast the correct result, Science and Rationalists’ Association of India will give him INR 25,00,000.00 (Twenty five lakhs Indian Rupees) (approx US$50,000.00) and shut down the Association.
Astrologers should forecast on 14th or 15th May 2009. They should send their forecast to Science and Rationalists’ Association of India by email (Email id of General Secretary: prabir_rationalist@hotmail.com , Email id of President: sumitra_humanist@hotmail.com ) and any of the following Press:

PROTEST AGAINST A SCHOOL COMMITEE DECISION
Suman Patra is a student of class seven in Panchal Uchcha Madhyamic (Higher Secondary) School. This school is situated in Bankura district in West Bengal. As a good student never he asked to guardian for any complain. But problem rose when Saraswati Puja has come in this year. School decided a subscription of some Rupees for each student conducting the Puja. Other student deposited their subscription but Suman did not. Sri Debasish Patra, a rational minded man, who is the father of this son was not agree to deposit any subscription and he gave a letter to the head master of the School informing his decision. It was 29 th January 2009. Saraswati Puja was on 31 st January. Then the matter has shelved for three month. After a long period, on 25 th April, 2009 head master sent a letter to Debasish Patra requesting for subscription. Also he mentioned in this letter that it is issued after the meeting of school managing committee . Sri Patra answered on 27 April by a letter and clarified his reasons why he is not agree to give any subscription. After a few days when the annual result was about to published the head master played his game and is was not ready to hand-over the mark sheet of this student to his parents. On the other hand he published a list of the passed students but there was no name of this student in it. At last when a pressure was given by the others to the head master he agreed to hand over the mark sheet.
We, the ‘Science and Rationalist’s Association of India’ is protesting and crying shame on this incident. As India is a secular country so any body has a right to act any religious thinking. And also, if he is an atheist, he is always welcome in Indian constitution.
The constitution of our country says, neither we conduct Saraswati Puja in an govt institution, Kali Puja in a police station, Viswakarma Puja in govt offices nor any national assets can be used for religious festival purpose. So, why this incident occurs repeatedly?
Our organization is fighting against superstitions and blind religious faith since last 25 years. We spread our helping hand to this boy and his father. And also we claim punishment from our govt for those guilty school management committees who are busy to collect subscription for religious festivals by hook or crook.

PROTEST AGAINST----BAAN FORH AND CHARHAK
A village named Panchal situated in Bankura district(West Bengal) which is 10 kilometer away from Bankura-Burdwan state highway. The village is surrounded by dense forest. Basically Panchal is tribal based area and the villagers depend on forest for there bread and butter.
The village ,Panchal arranges a rural festival ‘Gajon’ in every last week of Bengali calendar year. Which is one of the main attraction of rural culture. In this festival villagers worship lord Shiva. To pacify Hindu lord Shiva(the destroyer) they perform an inhuman and ruthless custom namely ; Baan-forh and Charhak
What is Baan-forh? A six millimeter diameter pointed metal rod is pierced through the tongue and cheek of the performer .In this condition they dance and celebrate throughout the night. Sometimes performer pierced the Baan on his skin-it may be in abdomen .chest ,neck,or any other part of human body. In case of Charhak, the performer is hung from a very tall post with the help of two or more metal hooks pierced through the skin of back then the person is rotated at high speed. People enjoy and celebrate this kind of crude and gruesome religious practice of inflicting pain on one’s own body. It is watched and applauded by thousands-some time lakhs who gather at the air-ground. By the way, the performers all are from tribal classes, none from upper classes. Worship, management committee members of this mela all from upper classes and they are the real conductor of it. The secretary of the mela committee is also the L.C.S.of ruling party C.P.I.(M) .
Problem raised ,when some of villagers protest against this superstition. One man named Shubhasis Chirakalyan Patra, an Ex-Army doctor ,also a founder of the local N.G.O. ‘Bigyan O Samaj’ protest two years ago. He was threatened that time by the managing committee but this incident helped him. He got support of one part of villagers. This year the ‘Science and Rationalists Association of India’s Bankura district branch comes on road with them to protest against superstition.The member of those organization think that they shall over come this problem by their anti-superstitions publicity.
